Some schools of indexing think that the abstracting of information is
what makes an index more useful than just pointing to the page that a
word appears on. "Safety precautions, 3, 8, 26" for example may point to
topcis that aren't identified by the heading "Safety precautions," but
are about safety precautions in some pertinent way.
The tug is between indexing concrete and the abstract. Pick what works
best for your users and readers.
