I'd agree with those who have suggested not wasting money
on colored paper for a proposal, but I'll disagree with
those who advocated sticking with plain, white bond paper.
Proposals are judged both on the meat and on the packaging,
and picking a nice paper shows that you can pay attention
to detail. Go with something a bit heavier and more opaque
than typical cheapie copy paper, perhaps with a slight
off-white tone... subtly more pleasant than the copy paper,
not an awful lot more expensive, and an easy way to put a
tad more quality into the proposal without throwing it in
the reader's face.
