I'm not sure what you mean by "strip out the color", but Screen Capture,
(Part of Ulead PhotoImpact) allows you to specify a color depth, custom
palette, and loads of other attributes for capturing screen elements. A
30-day trial version is available from

        http://www.ulead.com

I don't think the shareware version supports TIF, but the full version, (in
Ulead PhotoImpact) certainly does. (Caveat: You must be running Windows 95
or Windows NT 3.51 or higher)
