Sue Heim said she only needs a technical review and her boss want an
editorial review.

What would I do?

I would state my argument to my boss one time, and then do what my
boss wants. What the programmers provide is up the their boss. If
your boss is not the programmers boss, you may get what you want
anyway. When you deliver the review copies to the programmers, tell
them you understand how busy they are, that you will be needing
another review of the same (but revised) material later, and that you
appreciate whatever they can do now, even if it is only a technical
review.
