Whenever possible, give them a discounted rate for rewrite/customization
services. This should encourage them to leave the files under your
control, while assuring them that they can offer reasonably-priced
customization to -their- customers.
When they insist on owning the original files, charge extra for
them---enough to compensate you for the business you will lose.
