I've always followed "Big Orange" (The Chicago Manual Of Style).
About bullets, it is sort of vague, but they are addressed right after, and
as a part of the discussion on, enumerations (14th ed., sec. 8.76). Which says:
"Note that in the example above, (it's on page 314) each item begins with a
capital letter and ends without punctuation. If, as is also the case above,
the enumerated items are syntactically part of the sentence, the items may
also begin lowercase and carry appropriate end punctuation."
I always use the first suggestion there, noting the "may" for the optional
lowercase + punctuation.
