WINHLP32.EXE, the Winhelp 4 engine, was included with Windows NT 3.51.
It was not available in previous versions, but it will run on them
if you copy it into the Windows\System directory.

If by user interface you mean the nested tree Contents page, I believe that
the CNT file will work on NT 3.5 as well.
