It's got nothing to do with HTML and whether "it" recognizes "small
caps" -- HTML is merely a standard (or was until Netscape got ahold of
it) for marking up documents for display in a certain type of viewer.

How text styles are handled in a document-to-HTML conversion depends
entirely on the conversion tool or filter being used.
