The problem is smaller than you think: The Windows versions for latin
alphabets (at least up to 3.1) use those normal 256 code places for different
characters. This is what code pages are about. I even produced a Russian
Winhelp system when the translator sent me a RTF file. With the German Windows
version nobody could read anything and even the page layout was far away from
truth. But when my customer used that Winhelp file with a Russian Windwos
version it worked fine.

Everything sould change from Win95 on as these versions use Unicode which
encodes every letter with 16 bits. Therefore there are some 65.000 code places
which should be enough to include even non-latin character sets like Chinese.
