FYI: A free tool of interest to those writing HTML,
but note this is a Win95-only program:

HTML VALIDATION TOOL AVAILABLE ON WEB SITES
===========================================
A new tool that reads any HTML file and produces a list of errors for
developers to correct is now available for free on the web. The Spyglass HTML
Validator can help developers clean up errors in HTML, regardless of the
browser used. The Validator analyzes the code for proper syntax and adherence
to HTML standards. Developers can download the free HTML Validator from
Spyglass' site via Microsoft's SiteBuilder Network
<http://www.microsoft.com/gallery/files/tools>.

-or-

you can go directly to Spyglass at
<http://www.spyglass.com> and look for/hook to /validator:

Spyglass HTML Validator 1.0
Description
The Validator is a stand-alone Windows 95 utility that checks HTML files
against compiled versions of many popular HTML Document Type Definitions
(DTDs), and reports syntax or structural errors needing correction. It also
includes error editing functionality, online help, and documentation. Web
authors can ensure that their HTML content will appear reliably on different
browsers by validating prior to publication. The Validator permits documents
to be checked on the author's desktop, eliminating connect time required for
online validation services.
