Yes,
acquire a good quality, high-resolution flatbed scan, some OCR software and
invest in some labour intensive scanning of your legacy data. Unfortunately,
I don't know of any ways to deal with hardcopy legacy data that isn't
expensive and labour intensive. Best of luck.
