There's an article on page 12 in the STC INTERCOM, VOL. 42, NO.6,
July/August 1995, titled "Tips for Citing Electronic Media." If you are
not a member of the Society for Technical Communication, perhaps you can
ask someone who is for a copy. I haven't seen what the 14th edition of
The Chicago Manual of Style has to say, but this article might be of help
also.
