Arlen, your memory isn't failing you; what used to be Universal is now
Uniform. Even the folks that invented the URL get confused about this.
This document, from the World Wide Web Consortium:

http://www.w3.org/hypertext/WWW/Addressing/URL/4_Recommentations.html

(note that Recommendations is misspelled in the address.)

is titled "Univeral Resource Locators: Recommendations", but refers
to "the syntax for "Uniform Resource Locators" (URLs)"

BTW, this document contains a list of the protocols for which URLs
are defined:
