Although less likely to be an issue in technical documentation than in
policy or procedural documentation, consider what, if any, impact section
number changes may have. Will it be beneficial for a section to have the
same numbering each time a revision is published? If so, plan for your
numbering scheme and technology to be flexible in this regard (e.g., Chapter
1 = 100, Chapter 2 = 200, ...) to allow for changes that may occur.
I've worked on revision of documents that for legal reasons required each
section to maintain its numbering no matter which edition was in question.
