It's a good title for the Tech Pubs secretary. "Specialist" is a code
word for "a person in the department who lacks the key credentials
that would let you state an unambiguous title."
The best job title for a technical writer is: "Writer."
People actually have some vague idea of what writers do. As soon as
you qualify it ("technical writer") they lose track of the writing part.
