Computer screens "flicker" on TV for approximately the same reason wagon
wheels go slowly backwards or forward in movies.

It's a strobe effect caused by a small difference between the
sampling/projection frequency of the recorded image and some frequency in
the scene--the screen's vertical refresh rate in this case. ...RM
