A  home page needs to be set up on a host system connected to the internet.
It needs to support the http protocol (Hypertext Transport Protocol).

Your home page document and other documents it accesses have to be tagged in
HyperText Markup Language (HTML). HTML is a simple text encoded markup language
that defines the elements of the document. Here is an example snipped fro the
NCSA's "Starting Points" page.

This is not nearly as intimidating as it looks at first glance, but turning
word processed files into HTML is a non-trivial task. However, many of the Web
browsers -- Mosaic, etc. -- have an option to view the source document, so you
can quickly start to figure out how the markup language works.

All the information you could possibly want is sitting out on the internet. If
you have access to a Web browser, you can poke around at any of the CERN or
NCSA sites and quickly find all the information you need.
