Don't know if it's always true, but its useful as a guide. (I didn't
say it was a rule.)
There's probably a rule about the comma and the clauses. I think the
fact that we see "which" used improperly is the point of this thread.

That's not always true, is it? Can you cite a reference for this rule?
As usage continues to do away with more and more commas, I see a lot of
"whichs" that aren't accompanied by commas.
