I had to look this up:

D. David Bourland, Jr. DID coin the name "E-Prime" in a paper published
in the General Semantics Bulletin, nos. 32 and 33 (1965/1966) called "A
Linguistic Note: Writing in E-Prime."

His thinking came out of work primarily by Korzybski (Science and
Sanity - 1933) and others such as deMorgan and Santayana.

I found the Bourland paper in To Be or Not: An E-Prime Anthology,
published by the International Society for General Semantics, (1991).
