No, MIF (Maker Interchange Format) files are not directly
compatible with Pagemaker, last I heard. However, various third-party
products exist (like the ones put out by Blueberry Software) to
translate between formats. Pagemaker may well be available.

I have no clue. Framemaker files are generally very portable
between Mac/PC/UNIX, but I don't have much direct experience with this
process.
My general recommendation: Pagemaker is a page layout program,
(or was last time I worked with it a year back) and Framemaker is a
desktop publishing program. Framemaker has a much better environment
for editing your text, a much better environment for organizing
large texts (like books), much better drawing tools (although they
could still be improved).
