The difference would be defined internally by the company
in terms of their salary and promotion structure.

My guess would be that ATW is an interim position for
someone undergoing on-the-job training and aspiring to TW.
Or a ruse to give some publications assistant a raise in a
salary structure that ties pay ranges to job titles. Or a
sop to someone like that who would really rather have a raise.
All depends on the company.
