If I'm asked to edit/proof a piece which will retain the author's name, I
only correct grammar and syntax. I mark suggestions for improving the "flow"
with the understanding that the author approves of my doing so beforehand
and can disregard my suggestions. If I can't understand a portion of the
text, then I mark it with ??s stating that it needs to be rewritten because
I can (and therefore, possibly others) can't understand.
If, though, it's a piece that will not carry an author's name (maybe a
department piece) then I will re-write to my heart's content as long as
the original message remains intact.
