I did a google search and found several tools for cleaning up HTML code. I haven't used them because I don't convert from .Docx to HTML (in the past I would use DreamWeaver but now I use WordPress and am currently considering Divi for a project I'm getting ready to start). The conversion from .Doxc to HTML is notoriously dirty as are most. But I'd get a trial and check those out.

Divi sits on top of WordPress but doesn't have all the confining rules that WordPress has so it is supposedly easier/faster to develop with. It does have a hefty one-time fee.

Typically I'd import the .docx file into my single-sourcing tool, currently Paligo.

Second on LibreOffice Writer.
