I think they probably will.

Security updates in Windows 10 have had performance impacts, and my guess is that in order to improve performance in Windows 11, Microsoft has offloaded some protection from the OS to hardware (TPM and SecureBoot). If that is the case, Windows 11 installed on a computer that doesn't have that hardware would be LESS secure than Windows 10 is on that computer.

Although I doubt that you'll ever hear Microsoft actually say this.
