I don't know about locking, but when I want the numbers to be 'sticky'
I right click on the number I want to keep and select the option for
setting the value to a specific number. This will server to keep it at
wherever you want to set it.
If you pull these sections back into a doc and want to allow the
numbers to change again, right click that same number and select the
option to continue numbering (or whatever it says, I don't have a Word
doc open).
