I haven't seen it in a long time, but could see some utility for the
final page of something like a PDF where the file content is an odd
number of pages and someone might conceivably print it, leaving a
blank at the end.
I read literally thousands of investment research reports over a
period of years in a prior life, and in virtually all of those, "This
page intentionally left blank" was normal text size, and dead center
in the page with a small box around it.
