Yes definitely not needed for electronic media.
We still use this in our print outputs though. Valid where you start new chapters on an odd page, and the previous even page does not have content (blank!).

I haven't seen it in a long time, but could see some utility for the final page of something like a PDF where the file content is an odd number of pages and someone might conceivably print it, leaving a blank at the end.
I read literally thousands of investment research reports over a period of years in a prior life, and in virtually all of those, "This page intentionally left blank" was normal text size, and dead center in the page with a small box around it.
