From page 31 of the latest and greatest MS style guide,

"The Microsoft Writing Style Guide replaces the Microsoft Manual of Style, a respected source of editorial guidance for the tech community for more than 20 years. The style guide features updated direction and new guidance for subjects that weren't around when the last edition released. But it's also a reimagining of Microsoft styleâa tool to help everyone write in a way that's natural, simple, and clear."

The guide also offers this, "We welcome your feedback about the Microsoft Writing Style Guide. Contact us at msstyle -at- microsoft -dot- com -dot- "

I think Microsoft is trying to up its game for technical writers by being more writer-centric and accessible. Some of the phrasing used in the guide looks a little millennial-oriented. I think they are trying to modernize themselves.
