Windows' built-in Remote Desktop Connection will do this, but the host and remote computer need to be networked to each other. For computers not on the same LAN, that means connecting through a VPN or by setting up the host system with a fixed IP and port forwarding. Both of which become substantially more complicated to set up and maintain when the host computer's user is "Mom."
