Regarding the learning curve for Flare, it is easy to train writers to add and edit topics, once the project has been set up. It is more challenging to create new projects in Flare, and it is especially challenging to build that first new project once you've committed to migrating to Flare. That being said, I was able to go from basic Flare user (editing topics) to proper Flare developer (build a new project from a completely fresh installation of Flare, output to both print and online) after about 4 weeks of full-time, nose-to-the-grindstone work. Like any mature development tool, Flare has lots and lots of tiny and obscure settings that take time to find and learn. Knowing RoboHelp in advance will not help you find all those little tweaks and settings buried deep in the Flare UI.
