Susan, you could look at Confluence. Confluence originated as a tool
for creating an internal wiki. The vendor also sells a bug-tacking
tool called Jira. We use both.

This is a forum in which customers can post questions and comment on
or answer other questions. They can vote on issues and 'watch'
(follow) questions of interest.

You can develop a set of pages on the internal company wiki and, when
you're ready, publish it so that it's visible to external users.
Confluence has pretty flexible permissions. I'm sure you can do stuff
like allowing customers to comment on published pages and other
people's comments but not edit the page itself I'm not sure how
moderation would work but it's likely there's a plug-in that enables
it if it's not in the base product.
