Have you tried using text insets for reused content, instead of copy
and paste?

Anyway, is it possible to copy/paste a section that has tracked
changes, and still have those tracked changes show up in the new
location?
* If I have tracked changes on when I do the copy/paste, the entire
chunk of info ends up showing as new (green).
* If tracked changes is disabled, then what ends up copied is the chunk
as if IaEUR(TM)d already accepted all the changes, but I want those
changes to still be showing in the original red/green.
