I don't like double submissions either. I've lost out on some good projects
because some agency submitted my name without my permission. This is how I
found out that this practice occurs: My selected agency submitted my name to
a project and was rejected because my name had already been submitted. Some
agency submitted my name without my permission. I never was able to find out
who that agency was.
On a related issue, I believe it is wrong when a company doesn't tell you
that someone else was selected for the role. You sit in limbo for weeks not
knowing that the role has been filled.

I don't think I'll need to hire a lawyer. The agency I gave permission to
represent me will be taking it to the master vendor and if I understand
these things correctly, the unethical vendor may get its privilege yanked...
that's likely to cost them a whole lot of money. On a personal level, it
appears that I will not have been damaged. Assuming that to be the case,
I'll just let it rest from here on in.
