One of the benefits of being retired is I no longer have to take a "test" to
see if I can create quality, understandable, and accurate technical
documentation. One of the benefits I had as a Technical Publications Manager
is understanding that a test really doesn't show a writer's ability. I agree
with Gene. Talk to former employers or the potential employees references.
You'll learn far more of his or her abilities than you can discern from a
test.

Have the candidate prepare a list of three people who can directly address
his or her ability to plan and complete document projects in development,
both strengths and weaknesses.
You can probably guess what my opinion is of tech writer tests.
