By default, the forum sends out notifications to all members every time someone posts something to one of the discussion sections. I wasn't seeing any here at the office because the spam filter caught them. But I got a bunch at home. The only other reason I can think off for not seeing them would be that you weren't automatically put into the forum by the administrators.
