A "desk procedure" is a set of instructions tailored to the tasks required of someone occupying a specific spot in a process or organization. For example, "desk procedures" for someone working an Accounts Payable desk position would be how to process invoices, issue payments, create reports, etc. In ISO terms, "work instructions."
