I would assume that the term would not be used in a "user doc" for purchased
software for use on home (or work) PCs without IT network support staff
intervention.
Where I have seen the term used is in IT support docs, or cable TV headend
installation docs, where some troubleshooting steps must be done by
physically inspecting hardware, and the "desk-level" procedures are
diagnostic or configuration procedures can be run from a PC terminal linked
to the server or other unit requiring adjustment or troubleshooting.
