I don't understand one of your comments - "You generally need contact agencies..." If you don't mind, could you please explain what 'contact agencies' means? Am I missing some resource I could be using?
It means I left word out. <snark>
You generally need *to* contact agencies within 10 days if you do not receive what you are expecting. This is the common time frame for many state and local agencies within California.
By waiting a month I actually thought I was being polite and waiting my turn.
Having made the same mistake, I now know that they like to hear from people in the same month that they expect a return of whatever documents they are expecting.
In 2003 (last time I was unemployed), I had no problem getting my benefits.
Right. That's before Governor Cut-backs, a.k.a. "it's time to tighten our belts," was in office.
I found that there are indeed tricks to increase the odds, like calling two minutes before 8 on a Wednesday. then quickly redialing when it doesn't work - but so many people know those tricks now that the odds have diminished considerably. I'm going to keep trying, though.

Hopefully, you can get your claim back-dated to the appropriate date and get retroactive benefits. You may want to hold off on filing a new claim if the date will change and short you the benefits you expect, unless you will somehow benefit from the new date.
You also have an opportunity to appeal where you can talk to a real person, an Adminstrative Law Judge, so dress for court, and explain that you never received the form you were supposed to send through no fault of your own. You should have any printouts or confirmation numbers ready, like for evidence in court, although your hearing will be in an office. The hearing is a judicial proceeding.
