OK, I'm intrigued (enough, even to overlook that you said DITA :) ).

Was it an off-the-shelf system that glued it all together? Or a roll-your-own effort?

It would be structured, topic-based documents with the topics stored in or linked to a searchable knowledge database. XML and DITA are the currently preferred format flavors, but there's no reason why it couldn't be something else. I've done it in the past with alternate FM or Word sections in FM books or Word master documents. What's important is the ability to swap out standard topics for customized versions and to sort all the stored custom versions by variation so you don't end up with multiple "custom" versions that are identical except for their file names.
