You set Paragraph numbering to Continue Numbering From Previous File in Book, updated the book, and the figure numbers didn't continue from file to file? Then some paragraph format at or near the beginning of each file is resetting the numbering.
Open Paragraph Designer and check the Numbering properties of those paragraphs. You're looking for an Autonumber Format that resets the figure numbering sequence to zero. If the Autonumber Format for the figure captions looks like this:
F:<n+>
Then an Autonumber Format like this will reset figure numbering:
F:< =0>
