Even though I suspect Andrew's company works on computer and system security rather than physical security, the basic idea here is excellent. Templates that include adaptable boilerplate along with concept outlines for the various types of reports and assessments, along with reusable blocks of prose, will get the consultants fairly far along the way to a usable document.
It might be worthwhile to have a technical writer with some background in whatever type of security you deal in work with you or the consultants to draft the boilerplate and create the templates and outlines for you.
