I say it's associated WITH or linked TO (I tend toward "linked," assuming it's appropriate for the context; associated seems kind of long and abstract :-) ).

I say associate one WITH the other or link/join one TO the other (I tend toward "link" or "join," assuming one of those is appropriate for the context).

IMHO, FWIW, YMMV...
