It doesn't sound like you have a lot of heavy-duty requirements. You may want to look into the Microsoft Web Matrix:

http://www.microsoft.com/web/

This allows you to install some of the free/open source Web CMS like Drupal (my personal favorite) or Joomla. There are many more free options in the PHP/MySQL world than there are in the Windows world, but the WebMatrix could be the bridge.
