If you define new table styles that use your custom color for the top row shading, then all your users need to do is choose the right table style to get the right shading color. I won't attempt to tell you how to define a new table style, though, because I'm still on Word 2007 and I can't be sure this wasn't one of the GUI changes between the two versions.

Another approach is to define a new, custom theme that include whatever custom colors you want. Then you will see the theme colors and 5 lighter and darker shades of those colors in any color picker panel.
