In my experience the single greatest factor in convincing upper management to
authorize salary increases for writers already on staff is their familiarity
with the company's products, tech and processes and the time and cost that would
be required to recruit and train a replacement if that employee decided to leave
the company. It trumps all the "essential skills" you might otherwise apply to
the evaluation of candidates you're considering hiring because it's the only one
that the executives signing off on salary increases care about.
