The "quote below" rule applies mostly to serial quoting as shown in the linked
example, where replies to multiple lines of the original message are being made,
and in Usenet, where I think it was originally intended to encourage posters to
trim. Top posting appears to have taken the predominant role in emails where a
reply to a short statement is being made, with the job of encouraging users to
trim being taken over by automation in many forums (this one, for example).
