1. Set up your Word doc with structured headings (Heading 1, Heading 2,
Heading 3, etc.)
2. Use the "Convert to Adobe PDF" button on your Word toolbar to
activate PDF Maker (printing to PDF directly didn't work in my test).
3. PDF Maker generates the tagged PDF, and those tags translate to
bookmarks in your final PDF.

Used to be you could bookmark any part of a document and generate a TOC
for each bookmarked part. Haven't researched to see if that is still a
function in newer versions of Word, but you might look into it.
