On teaching them to improve - engineers I have worked with, respond well to "The Writing System for Engineers and Scientists" by Weiss.

Weiss wrote it to work with the way they think.

On editing - I've never done that as a job, either - always writing. Perhaps find your favorite editor and ask for some mentoring?

I met an editor once through STC who was responsible for editing all the papers that came out of a state government water research facility.

She knew everything, LOL. Maybe you could find someone like that.

Subject: Editing scientific papers

My next job will involve editing papers before they are submitted to
scientific journals. I'm an experienced writer & English teacher, but
have not done much editing.

These are mainly papers from Chinese PhD students in computer science.
Many will be a journal article based on the same research as their
thesis. I fix the English & teach them how to improve it. Content is
not my problem; correcting any problems with that can be left to the
professors and/or the journals' reviewers.

Has anyone got suggestions, or links I should look at?
