Docs are a checklist item that wouldn't be included if they weren't
required either by gov'mnt or by certain anal customers (often large
corporations with strong gov'mnt connections, which is how they got
in the habit of providing docs-to-meet-RFP-specs, and why they pass
on such requirements in their own culture, when purchasing goods
and services from other companies... like the ones we work for).

have two people on staff whose only job is to review the
docs that come with proposals and sales pitches, and to
demand at least 11 obscure changes every time. If you are
lucky, you get reviewed by BOTH those folks and half of
the changes they demand are contradictory! (That's code
for 'we already selected the vendor and are just going
through the motions'."
