I've run across a few more similar messages, which lead me to conclude
that this particular programmer may have gotten his start in the
computer gaming industry.

Gene mentioned other countries, but if it was 
<not-other-country>-made software, I'd be expecting 
a further pop-up message a few seconds later, stating 
that the event been disallowed at the highest levels, 
all record of it had now been redacted, the area 
had been 'sanitized', and all downrange personnel 
had been extracted and debriefed... plausible deniability 
had been maintained.     and... this message will 
self-destruct (taking your computer and all 
unshielded electronics and wetware with it) in 
<mumbledy> seconds...
